joshua.linden 1a5963b4e9 Implement a parcel map. After a call to parcelmgr.request_all_parcel_properties(), parcelmgr.parcel_map[x][y] will retrieve a parcel's LocalID by location (4m granularity, so x and y are in 0...63). parcelmgr.parcel_map_full will be true once the map is fully populated; before that is true, parcel_map will contain 0 for some locations.
