Casper Warden f793774ee9 [Closes #13] Add ParcelPropertiesRequest with parcel bitmap decoding to ensure the correct reply is given. Heavily optimise getParcels() so that it uses the parcelOverlay to intelligently request parcels at known locations rather than iterating over every block.
